This billboard is one of several around town; this one is on the TX side of the State Line (sexspecial bonus: "woooo pig sooiee" sign on AR side of line across street at the bottom).
I'm sure the billboard is promoting some kind of abstinence thing, which is often promoted in this area. Then again, since Arkansas passed a law allowing babies to get married, who knows?
